eLearning vendors (those that design custom courseware) are often handed the course to be built. So the vendor scopes it out and does the design work, the storyboarding, the development work. But the bottom line is, the vendor needs to butter their bread and produce what the client has asked for. Evaluation complete.

Microsoft in India, just hires content development managers, whose core skill sets is ID, but their role turns out to be that of a vendor manager and content reviewer, as Microsoft (in India) outsources elearning work to 3rd parties. So it doesnt have to matter when you show up, as long as you do. Well, sometimes it matters, but not always.

Theres nothing in ADDIE about learning objects or the presentation of information. Most e-Learning vendors mention ADDIE or some form thereof on their websites as if it was a real science about creating effective learning. I dont think ADDIE and Gagne are really in the same class.

e-Learning should be all neat and tied up in a nice wrapper with a Next button that moves you through a content checklist and a great assessment at the end. This may be why the concept of informal learning is such a hard sell. As an external vendor it can be extremely hard to change that mindset. Forget about it.

Also, an interesting blog posting titled Retirement Changes Dramatically over the Years stated, the age of retirement in the US is actually dropping from age 74 in 1910 to about 59 in 2006. "We dont have the budget for that." At least this year.

There’s no vendor who creates Moodle per say. At least you have a choice of vendors to do the work. The healthy stack of features (the sum of the features in all of the legacy clientelle further bloated by new stuff) carried by most of these vendors may be what folks think they need. I wish I could share samples at this point, but everything proprietary to my client. :( @ Dave.the logic behind NOT providing the vendor with access to the software astounds me too. (Cathy Moore, Tom Kuhlman, Clive Shepherd write about creating better questions, layouts, etc.) But its oh so common for these big corporate-types.
