According to the post, you need to edit the AdobeCaptivate.ini file found within Captivate's application folder. It appears that Captivate sets some restricted permissions in the /Program Files/Adobe/Adobe Captivate 9 x64 folder. Captivate now appears to operate normally.

In fact, if you're looking for image buttons beyond what comes with Captivate, you either have to find alternatives on the web, or create your own image buttons (again in an external image editing tool).
