Find case studies, articles, evaluations, etc. When you launch your prototype/course and your audience provides positive feedback. Be quick to send that feedback to the powers to be along with any evaluation you have done. Show all involved what effective e-learning looks like, actual examples. that support your case.

This will provide some reference to what they may expect in a course. Provide detailed instructions for reviewing drafts. I also provide a checklist. Also request SMEs to provide names of anyone else familiar with the subject well enough to provide useful feedback. Suggest they look at courses already available.
