The reason behind it was simply that so many vendors pitch they are NexGen (often referring to it as Next Generation), when in fact, they are not. This is to say, that any learning system vendor who tells you they are NexGen, should have Tier 1 functionality (in its entirety or at least 60% of it). Netscape anyone? . NexGen Tier2.
