The three options I recommend are: simple linear course linear plus some simple learning-based interactivity decision-based interactivity. The customers generally choose the second option because it’s a type of course they understand, includes some focus on performance and interactivity, and is a lot quicker to build.

One of my favorite sites for free stock images is Unsplash.com. They provide hundreds of free stock images with a Creative Commons Zero license. You can import the slides into Storyline or just publish them from inside of PowerPoint with Articulate Studio 360. Convert bullet points to interactive content. Instead of showing screen after screen of bullet points, why not convert them to micro interactions? For example, three bullet points could be three interactive tabs.

Recently, I was working on a map demo where I needed a specific map, but I didn’t want a real map screen shot because it was too busy and I knew the stock sites couldn’t provide what I needed because it was too specific.

Storyline is designed for interactive e-learning. PowerPoint has some interactive features and things one can do to hack a certain level of interactivity, but it doesn’t have a lot of sophistication with things such as mouseovers, drag/drops, variables, etc. The Storyline specific content is most likely more interactive.
