I really like Articulate’s Quizmaker ‘09. Here is a list of how do make your quizzes awesome in Quizmaker. I’ve also found this helpful if I want to present a scenario and then have specific questions after. In Quizmaker you add randomization to groups of questions. Click Slide View.
