While the learners need the skills to do to do THEIR job effectively, not to master all the skills they are not expected to ever apply. It's a compromise between the learners/participants and me, and the SMEs still get to keep there training prior to the system launch date. The SMEs want everyone to be subject matter experts too.

Allowing user control provides self-directed learning and allows users to determine their learning needs and what is relevant to their needs, all of which are important concepts in adult learning theory. In my opinion, there are too many e-learning courses that do not allow users to navigate through the content as they wish or need.

Providing very specific scenarios based on what's relevant to individual participants attending the class. Teaching effectively and engaging the learner in a classroom setting takes a different set of skills and expertise than one must have to create e-learning. So, lets not forget the learner is also a stakeholder and they want training when needed, but do not want hastily made courses that do not address their learning needs.
