All they care about is whether the system is in “the cloud” SaaS or “in the cloud” to the consumer means that is it hosted on your servers or wherever you host your LMS and they can access it via the internet regardless of where they are located as long as they have an internet connection. Dreamweaver was not created for people to build courses in, rather it was created for people to build web sites and other web related solutions.
