But, don’t be tempted to promote old designs just for the design cost savings. Note that the SWF published files won’t be of much reuse when repurposing.

Flash SWF Course files created Using Bespoke Adobe Flash FLA: Mostly, these cannot be quickly converted to HTML5 elearning. Some assets can be extracted from published SWF output, more assets can be extracted if you have the FLA files. Scenario A: You have only the published SWF output.

Especially if the government's use results in efficiencies, cost cutting, and being environment friendly.

The same Flash file published as SWF or AIR app would work with other mobile devices supporting Flash Player 10.1 which simple means double the work and the associated increase in development cost and time. or AIR 2.0.
